R E S O L U T I O N
         WHEREAS, Andrew Molly is concluding his service as chief
  operating officer of Corpus Christi Water on September 3, 2025; and
         WHEREAS, Drew Molly first joined the City of Corpus Christi
  as its director of water systems and support services in September
  2022, and after a stint as interim COO, he was officially appointed
  to the role in January 2024; he has held the position during a time
  when the city has grappled with major water issues, which have
  required it to enforce the strictest water conservation measures it
  has seen in decades; and
         WHEREAS, Throughout his tenure, he has helped lead the
  department with a focus on transparency, overseeing the launch of
  an online platform for viewing water usage data as well as the
  implementation of a new cost-of-service model designed to make
  water rates more equitable; with a forward-looking approach to
  managing water resources in Corpus Christi, he adopted a long-term
  strategy centered on securing new groundwater supplies, expanding
  the use of reclaimed water, and exploring innovative solutions for
  ensuring the availability of water in the future; along the way, he
  has worked to strengthen regional collaboration, and he has engaged
  with Governor Greg Abbott and the Texas House Committee on Natural
  Resources to bring in support for resolving the city's water
  challenges; and
         WHEREAS, A licensed professional engineer and a veteran in
  the field of water management, Mr. Molly is a past chair of the
  Texas Section of the American Water Works Association, where he has
  been active for more than two decades; he holds a bachelor's degree
  in civil engineering from Texas A&M University and licenses in
  water and wastewater system operations, and he has acquired over 16
  years of experience in municipal government; before arriving in
  Corpus Christi, he worked for the City of Houston as director of
  drinking water operations and as assistant director for water
  operations; while in Houston, he supervised a workforce of more
  than 600 employees and administered a $180 million maintenance
  budget along with a $200 million capital improvement program; and
         WHEREAS, Andrew Molly has provided expert guidance and steady
  leadership during an arduous time for Corpus Christi Water, and he
  may indeed reflect with pride on all that he has accomplished as he
  prepares to embark on the next exciting chapter of his career; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby congratulate Andrew Molly
  on his retirement as chief operating officer of Corpus Christi
  Water and commend him for leading the charge in the search for
  drought-resistant water solutions for vital sectors of the city's
  economy; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Molly as an expression of high regard by the Texas
  House of Representatives.
