R E S O L U T I O N
         WHEREAS, A rich and purposeful life drew to a close with the
  passing of Lionel Charles Betancourt on August 6, 2025, at the age
  of 91; and
         WHEREAS, Born in Brownsville on November 26, 1933, Lionel
  Betancourt was the son of Paco and Mae Betancourt; he grew up with
  the company of two sisters, Lee and Betty, and a brother, Frank;
  after attending San Benito High School, he graduated from The
  University of Texas at Austin; he was subsequently employed by
  Collins Radio Company and took pride in its innovative projects,
  including provision of audio-video communications equipment to
  NASA for the first moon landing; in the course of his career, he
  became a founding director of First National Bank of San Benito; and
         WHEREAS, Mr. Betancourt was deeply committed to his
  community and gave freely of his time and expertise in a number of
  leadership roles; he served as chair of the Port Isabel-San Benito
  Navigation District and as president of both the San Benito Chamber
  of Commerce and the Rotary Club of San Benito; guided by the
  Rotarian motto, "Service Above Self," he founded the Adoption
  Awareness Project to help children find forever families and
  mentored other Rotarians in expanding the program to other areas;
  and
         WHEREAS, A man of vision and compassion, Lionel Betancourt is
  greatly missed by those he left behind, but they will continue to
  find inspiration in his steadfast integrity and dedication to his
  family, his faith, and his fellow citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby pay tribute to the life of
  Lionel Charles Betancourt and extend sincere condolences to the
  members of his family: to his beloved wife of 64 years, Mary Anne;
  to his children, John, Andrea, and Amanda and her husband, Chris; to
  his granddaughters, Jenna and Cate; to his younger sister, Betty;
  to his sister-in-law, Patricia; to his nieces Dana, Lisa, Rachel,
  and Emily; to his nephew, Scotty; and to his many other relatives
  and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Lionel
  Betancourt.
