R E S O L U T I O N
         WHEREAS, The construction of a federally owned
  transcontinental pipeline along the Mexico-United States border
  would enable the U.S. to become the world's leading refiner and
  distributor of petroleum-based fuels and petrochemical products;
  and
         WHEREAS, The pipeline system would run from the western coast
  of the Mexico-United States border to refineries in the Gulf Coast
  regions of Texas and Louisiana, and it would facilitate the
  transport of crude oil and liquified petroleum gas (LPG) extracted
  from the South China Sea; after refining operations, products such
  as gasoline, jet fuel, diesel, fuel oil, and LPG would be shipped to
  European markets; and
         WHEREAS, Federal ownership of the pipeline system would
  provide the U.S. with the opportunity to utilize the geography of
  the Mexico-United States border without being hindered by state
  interference and regulations; in addition, the U.S. would be able
  to attach a transport surcharge to all products transported via the
  pipeline, which could then be applied to the national debt, and it
  could negotiate a portion of that surcharge with Mexico to ensure
  that its government enforces security on that side of the border;
  the pipeline system would also afford the U.S. the leverage it needs
  to encourage and motivate supplier nations, such as Indonesia, the
  Philippines, Malaysia, Brunei, China, and Vietnam, to maintain
  peace in the Pacific Rim region; and
         WHEREAS, The proposed pipeline system would yield enormous
  benefits for the United States and Mexico, and it would help to
  foster peace and prosperity worldwide; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby express support for a
  federally owned transcontinental pipeline system that runs from the
  western coast of the Mexico-United States border to refineries
  located along the Gulf Coast of Texas and Louisiana.
