The fiscal implications of the bill cannot be determined due to any potential loss in revenue being unknown.
Among other provisions, the bill would create misdemeanor offenses relating to the sale, delivery, or purchase of a consumable hemp product to or by a person younger than 21 years of age.
It is assumed that any costs associated with the bill could be absorbed using existing resources. According to the Comptroller of Public Accounts, any potential loss in revenue is unknown.
Local Government Impact
There would be a corresponding loss in revenue from local taxing jurisdictions. In addition, there could be a fiscal impact associated with enforcement, prosecution, supervision, or confinement, but that impact would be dependent on the number of offenses committed.
