TO:
Honorable Jeff Leach, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:

IN RE:
HB16 by Leach (relating to the operation and administration of and practices and procedures related to proceedings in the judicial branch of state government, including court security, court documents and arrest warrants, document delivery, juvenile boards, constitutional amendment election challenges, record retention, youth diversion, court-ordered mental health services, the powers of the Texas Supreme Court, jurors, and the special prosecution unit; increasing a criminal penalty; authorizing fees.), Committee Report 1st House, Substituted

SYNOPSIS OF PROVISIONS AND ACTUARIAL EFFECT

The bill would make multiple changes to the practices and proceedings of the judicial branch of Texas, including, but not limited to, setting standards for a retired judge or justice to serve courts in certain capacities and expanding the minimum salary requirement of a statutory county court judge to include the salary of an associate judge. The bill does not appear to have any impact on the amount of benefits for a retired judge or justice and would not be expected to have a material impact on the Judicial Retirement System of Texas Plan II funded status.
