Amend CSHB 23 (house committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  Chapter 247, Local Government Code, as added by Chapter 654 (HB 14), Acts of the 88th Legislature, Regular Session, 2023, is amended by adding Section 247.0015 to read as follows:

Sec. 247.0015.  APPLICABILITY OF CHAPTER. This chapter does not apply to a political subdivision wholly or partly located in a county with a population of less than 250,000.
