Amend HB 23 on third reading in the SECTION of the bill adding a new section to Chapter 247, Local Government Code, in Subdivision (2) of that new section, as added by Amendment No. 3 by Leach, as follows:

(1)  Between "inspection" and "is", insert "under Section 247.002".

(2)  Strike "under investigation" and substitute "under a felony criminal investigation or an investigation for violating fundamental constitutional rights".
