Amend CSHB 1804 (house committee report) as follows:

(1)  Strike SECTIONS 1, 3, and 4 of the bill and renumber the SECTIONS of the bill accordingly.

(2)  On page 3, line 18, immediately following the underlined period, insert "If the commission determines that a political subdivision is not in substantial compliance with the requirement under Section 254.0401(b), the commission shall provide to the political subdivision written notice of that determination."

(3)  On page 3, line 20, strike "$5,000" and substitute "$2,500".

(4)  On page 3, line 22, between "(a)" and the underlined period, insert "before the 30th day after the date the political subdivision receives the notice under that subsection".

(5)  On page 3, line 23, between "requirement" and "constitutes", insert "after the 30th day after the date the political subdivision receives the notice".
