Amend HB 5247 on third reading in SECTION 1 of the bill, immediately after added Section 36.216(l), Utilities Code, by inserting the following appropriately numbered subsections and relettering the subsections accordingly:
(____) An electric utility that elects to make a filing under this section shall file with the commission an estimate of cost savings resulting from the use of the procedure authorized by this section, including reductions in legal, administrative, or regulatory costs compared to the costs of multiple proceedings.
(____) The commission shall require that a reasonable portion of those savings be reflected in the utility's rates in a manner that benefits residential taxpayers. The proportion of savings allocated to residential customers must be no less than the proportion of the total allocated costs attributed to the residential class under Subsection (d)(2)(A).
