Amend HJR 7 (house committee report), as follows:

(1)  On page 2, between lines 17 and 18, insert the following subsection:

(e)  Notwithstanding that money transferred from the Texas water fund to a fund or account may be spent without further legislative appropriation as provided by Article III, Section 49-d-16(b), the revenue derived from the imposition of the state sales and use tax dedicated by this Section 7-e shall be maintained in a separate account and may not be drawn from the treasury but in pursuance of specific appropriation made by law as provided by Section 6 of this article.

(2)  On page 2, line 25, strike "2026" and substitute "2027".

(3)  On page 2, line 26, strike "2027" and substitute "2028".
