Amend CSSB 1 (house committee printing), in Article III of the bill, following the appropriations to the Texas Education Agency (page III-3), by adding the following appropriately numbered rider:

Sec. ____.  Prohibition Against the Use of Foundation School Program Funds for Superintendent Severance Pay Under Certain Circumstances. It is the intent of the Legislature that no money appropriated by this Act to the Texas Education Agency for Strategy A.1.1, Foundation School Program-Equalized Operations (page III-1), may be spent to make a severance payment to a superintendent in an amount that is more than 50 percent of the superintendent's average annual salary.
