Amend CSSB 1 (house committee report) in Article VI of the bill, following the appropriations to the Water Development Board (page VI-73), by adding the following appropriately numbered riders:

Out of funds appropriated above in Strategy C.1.1, State & Federal Fin Assist Program, it is the intent of the legislature that the agency may use funds to jointly invest in and leverage funding for infrastructure in Texas with the North American Development Bank.
