Amend CSSB 1 (house committee printing) in Article V of the bill, following the appropriations to the Department of Public Safety (page V-64), by adding the following appropriately numbered rider:
____. Report on Fatalities and Serious Injuries from Firearms Purchased by Individuals Under the Age of 21. (a) Out of funds appropriated above, it is the intent of the legislature that the Department of Public Safety prepare and submit a report regarding the number of fatalities and serious injuries from legally purchased firearms by individuals under the age of 21.
(b) The report must be disaggregated by:
(1) victim demographics of age and county of residence;
(2) perpetrator demographics of age and county of residence;
(3) whether each incident involved:
(A) serious bodily injury;
(B) fatality; and
(C) a mass shooting, as defined by Section 1.07(30-a), Penal Code;
(4) the type of firearm used; and
(5) the time between legal purchase of the firearm and incident.
(c) By March 1 of each year of the fiscal biennium ending August 31, 2027, the Department of Public Safety shall submit the report to the governor, the lieutenant governor, and the legislature, and publish it on the agency's website.
