SECTION ____.  Contingency Clause. The provisions of SB 1362 shall not take effect unless and until the Texas Legislature enacts a separate statute raising the minimum legal age for the purchase, possession, or transfer of semiautomatic rifles—like the weapon of war used by the 18-year-old gunman who murdered 19 children and 2 teachers on May 24, 2022, at Robb Elementary in Uvalde—to twenty-one (21) years of age, with exceptions for:

(1)  active-duty military personnel or honorably discharged veterans;

(2)  licensed peace officers and certified law enforcement personnel; and

(3)  individuals engaged in lawful competitive shooting or hunting activities under direct adult supervision, as defined by state wildlife regulations.

If no such statute is enacted by the end of the current biennial legislative session, the Act shall be null and void and have no effect.
