AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
In 2023, the Texas House of Representatives passed H.R. 2370 honoring the life of Retired U.S. Army Lieutenant Colonel Paul Peter Mendes of The Woodlands. In addition to his honorable military career, Colonel Mendes further distinguished himself in his role as city administrator of Magnolia, Texas, upon returning to civilian life. Since his passing, a local effort has been underway to find a suitable way to honor him for his dedication to his family, county, and community.
H.B. 767 seeks to honor Colonel Mendes by designating a portion of State Highway 249 in Montgomery County as the Paul P. Mendes Memorial Parkway.
H.B. 767 amends current law relating to the designation of the portion of State Highway 249 in Montgomery County as the Paul P. Mendes Memorial Parkway.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.243, as follows:
Sec. 225.243.� PAUL P. MENDES MEMORIAL PARKWAY.� (a) Provides that the portion of State Highway 249 in Montgomery County is designated as the Paul P. Mendes Memorial Parkway.� Provides that the designation is in addition to any other designation.
(b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless a grant or donation of funds is made to cover the cost), to design and construct markers indicating the designation as the Paul P. Mendes Memorial Parkway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
SECTION 2.� Effective date: September 1, 2025.
