BACKGROUND AND PURPOSE

 

In 2023, the Texas House of Representatives passed H.R. 2370 honoring the life of Retired U.S. Army Lieutenant Colonel Paul Peter Mendes of The Woodlands. In addition to his honorable military career, Colonel Mendes further distinguished himself in his role as city administrator of Magnolia, Texas, upon returning to civilian life. Since his passing, a local effort has been underway to find a suitable way to honor him for his dedication to his family, county, and community. H.B. 767 seeks to honor Colonel Mendes by designating a portion of State Highway 249 in Montgomery County as the Paul P. Mendes Memorial Parkway.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 767 amends the Transportation Code to designate the portion of State Highway 249 in Montgomery County as the Paul P. Mendes Memorial Parkway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to do the following:

·       design and construct markers indicating the designation as the Paul P. Mendes Memorial Parkway and any other appropriate information; and

·       erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

EFFECTIVE DATE

 

September 1, 2025.
