BACKGROUND AND PURPOSE
The bill author has informed the committee that unnecessarily restrictive eligibility criteria have prevented Hudspeth County from participating in the grant program for public improvement projects in unincorporated communities. H.B. 1033 seeks to expand program eligibility and allow Hudspeth County to access vital funding for public improvement projects.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1033 amends the Local Government Code to change from not more than 3,000 to less than 3,000 the maximum population of a county whose commissioners court, if the county satisfies other geographic criteria, by order may establish and implement a grant program for the purpose of funding public improvement projects to benefit unincorporated communities located in the county. The bill also makes the authority to establish and implement such a grant program by order applicable to the commissioners court of a county that is located on an international border and in which is partially located a national park of less than 100,000 acres.

On passage, or, if the bill does not receive the necessary vote, September 1, 2025.
