AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
This bill amends two key sections of Texas law to benefit career and technology education (CTE teachers). Section 21.403(b) of the Education Code currently allows CTE teachers to receive salary step credit for up to two years of work experience in a career or technological field required for certification. The bill increases this to five years, allowing teachers to receive more credit for industry experience. Similarly, Section 823.404(a) of the Government Code, which governs the Teacher Retirement System of Texas (TRS), permits teachers to establish service credit for work experience that counts toward salary step credit.
The current law allows for one or two years of service credit, but the bill raises this limit to five years. These amendments are aimed at improving teacher recruitment and retention in CTE fields by better recognizing the value of real-world experience, with changes taking effect in the 2025�2026 school year.
H.B. 1057 aims to enhance the recognition of CTE teachers by expanding the credit they receive for relevant industry experience. The bill amends the Education Code and the Government Code from the current limit of one or two years to five years.
H.B. 1057 amends current law relating to placement on the minimum salary schedule and service credit in the Teacher Retirement System of Texas for certain public school career or technology education teachers.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 21.403(b), Education Code, to provide that, for each year of work experience required for certification in a career or technological field, up to a maximum of five years, rather than two years, a certified career or technology education teacher is entitled to salary step credit as if the work experience were teaching experience.
SECTION 2. Amends Section 823.404(a), Government Code, to authorize an eligible member of the Teacher Retirement System of Texas to establish equivalent membership service credit for up to a maximum of five, rather than for one or two, years of work experience for which the member is entitled to salary step credit under Section 21.403(b), Education Code.
SECTION 3. Provides that this Act applies beginning with the 2025�2026 school year.
SECTION 4. Effective date: upon passage or September 1, 2025.
