BACKGROUND AND PURPOSE
The 88th Legislature enacted H.B. 914, which addressed fraud related to vehicle registration by including tampering with a temporary vehicle registration or license tag among the conduct constituting the offense of tampering with a governmental record and by providing law enforcement officers the authority to issue a citation to a person who tampers with such a tag instead of taking them before a magistrate. H.B. 1135 seeks to highlight the seriousness of tampering with temporary vehicle tags and underscore the state's commitment to addressing this issue by naming that legislation in honor of Terrin Solbrig, who was killed by a driver using an illegal paper tag.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1135 establishes that Chapter 125 (H.B. 914), Acts of the 88th Legislature, Regular Session, 2023, which relates to temporary vehicle tags and the offense of tampering with a governmental record, may be cited as the Terrin Solbrig Act.
