BACKGROUND AND PURPOSE

 

The chair of the Winkler County Juvenile Board has informed the bill author that the compensation for members of the board has not been adjusted in over a decade. The author has informed the committee that, recognizing the increased responsibilities and the length of time since the last compensation adjustment, the chair has requested action to remove the statutory compensation cap currently placed on the board. H.B. 1943 addresses this issue by exempting the juvenile board from this cap.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1943 amends the Human Resources Code to exempt the Winkler County Juvenile Board from statutory provisions relating to the general compensation for a judge serving on a juvenile board.

 

EFFECTIVE DATE

 

September 1, 2025.
