AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Two bills (H.B. 198 and H.B. 3297) passed by the 88th Legislature created overlapping provisions within the Texas Transportation Code.

 

These bills eliminated the requirement for safety inspections for most vehicles, including travel trailers.

 

H.B. 2029 resolves these conflicts within the law by removing duplicative and unnecessary language to ensure that travel trailer owners and other vehicle registrants are subject to consistent, predictable policies. H.B. 2029 is a cleanup bill that removes duplicative language in the code. The bill eliminates unnecessary language in the law while maintaining a clear, structured approach to vehicle registration fees. This ensures that travel trailer owners and other vehicle registrants are subject to consistent, predictable policies.

 

H.B. 2029 amends current law relating to vehicle safety inspections of certain travel trailers.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Reenacts the heading to Section 548.510, Transportation Code, as amended by Chapters 851 (H.B. 3297) and 999 (H.B. 198), Acts of the 88th Legislature, Regular Session, 2023, to read as follows:

 

Sec. 548.510. INSPECTION PROGRAM REPLACEMENT FEE.

 

SECTION 2. Reenacts Section 548.510(a), Transportation Code, as amended by Chapters 851 (H.B. 3297) and 999 (H.B. 198), Acts of the 88th Legislature, Regular Session, 2023, as follows:

 

(a) Requires an applicant for initial registration or renewal of registration of a motor vehicle, trailer, semitrailer, pole trailer, or mobile home, in addition to other fees imposed at the time of registration, at the time of application, except as provided by Subsections (b) (relating to requiring an applicant to pay a one-time fee of $16.75 if the application is for the initial registration of a certain passenger car or light truck) and (c) (relating to providing that a certain applicant is not required to pay a certain fee for the next registration year for the same vehicle), to pay an annual fee of $7.50.

 

SECTION 3. Repealer: Section 548.054 (Inspection of Certain Travel Trailers by Owner), Transportation Code.

 

SECTION 4. Effective date: upon passage or September 1, 2025.
