AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The 86th Legislature passed H.B. 2384, which provided an increase in the compensation for members of the judiciary. However, county judges were not included in the legislation. H.B. 2529 seeks to address this by allowing certain county judges to receive the same longevity supplemental pay paid to a district judge with comparable years of service as the county judge.

 

H.B. 2529 amends current law relating to the annual state salary supplement for certain county judges.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 26.006(a), Government Code, as follows:

 

(a) Provides that a county judge is entitled to an annual salary supplement from the state in an amount equal to 18 percent of the annual salary, rather than state base salary, paid to a district judge with comparable years of service as the county judge as set by the General Appropriations Act in accordance with Section 659.012 (Judicial Salaries), rather than Section 659.012(a) (relating to providing that, notwithstanding certain provisions, a judge of a certain court is entitled to a certain base salary), if at least 18 percent of the functions completed or hours worked by certain judges are judicial functions.

 

SECTION 2. Makes application of this Act prospective.

 

SECTION 3. Effective date: September 1, 2025.
