BACKGROUND AND PURPOSE
Sheppard Air Force Base, near Wichita Falls, hosts the Euro-NATO Joint Jet Pilot Training Program, which brings members of allied foreign militaries to Sheppard to receive combat pilot training. The bill author has informed the committee that in many European countries, students are enrolled in school based on their age within the calendar year, unlike in the United States, and as a result children of foreign military personnel stationed in Texas who must enroll in school according to the U.S. age requirement may be placed up to a year behind their peers when they return home. H.B. 2757 seeks to address this issue by authorizing public school districts to allow children of foreign military personnel to enroll in school based on their age in the calendar year.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 2757 amends the Education Code to authorize the board of trustees of a public school district to adopt a policy to allow a person whose parent or guardian is an active-duty member of a foreign military force stationed in Texas to establish the person's age for purposes of determining public school admission eligibility by demonstrating that the person will turn the required age during the school year for which the person is seeking admission.
H.B. 2757 applies beginning with the 2025-2026 school year.
