AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
This is a request of the local board in our district because they cannot find enough people to sit on the board. The Moore County Juvenile Board is currently composed of the county judge and six persons appointed by the Moore County Commissioners Court.
This bill would allow the board to consist of the county judge, the judge of the county court at law, and three to five members appointed by the Moore County Commissioners Court. Appointed members will now serve two-year terms, expiring on December 31 of each even-numbered year, unless the commissioners court extends a member's term by up to two years. This replaces the previous system where three members' terms expired in even-numbered years and three in odd-numbered years.
H.B. 3513 amends current law relating to the composition, duties, and personnel of the Moore County Juvenile Board.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Sections 152.1771(a), (b), and (f), Human Resources Code, as follows:
(a) Provides that the Moore County Juvenile Board is composed of certain individuals, including the judge of the County Court at Law of Moore County and not fewer than three or more than five other members, rather than six persons, appointed by the Moore County Commissioners Court. Makes nonsubstantive changes.
(b) Provides that the appointed members serve two-year terms expiring on December 31 of each even-numbered year unless the Moore County Commissioners Court votes to extend a member's term for not more than two years. Deletes existing text providing that the appointed members serve staggered two-year terms with the terms of three members expiring on December 31 of each even-numbered year, and the terms of three members expiring on December 31 of each odd-numbered year.
(f) Deletes existing text providing that Sections 152.0007 (Duties) and 152.0008 (Personnel) do not apply to the juvenile board of Moore County. Makes a nonsubstantive change.
SECTION 2. Effective date: September 1, 2025.
