BACKGROUND AND PURPOSE

 

The Federation Internationale de l'Automobile (FIA) World Endurance Championship is an international series of endurance races, according to the organization's website. The bill author has informed the committee that Texas, through the Circuit of the Americas in Austin, has competed with other states, such as Florida, to host World Endurance Championship events and that last year such an event exceeded expectations for attendance and economic impact. The bill author has also informed the committee that the level of incremental tax increase projected from last year's event would have made the event eligible for the major events reimbursement program if eligibility had been established under current law. H.B. 3883 seeks to ensure that Texas captures the economic benefits from the World Endurance Championship by extending eligibility for funding under the major events reimbursement program to an FIA World Endurance Championship automobile race.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3883 amends the Government Code to make a Federation Internationale de l'Automobile (FIA) World Endurance Championship international automobile race eligible for funding under the major events reimbursement program.
