AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 4236 amends current law relating to the creation of a task force to evaluate the school district property value study conducted by the comptroller of public accounts.

 

Committee Substitute Changes


C.S.H.B. 4326 modifies the bill to create a study group that will:


1. study the property value study's (PVS) use and effect on the distribution of state financial aid for schools; and


2. develop recommendations on alternative methods for verifying valuations of complex properties.


The study group will be composed of:


(a) three members of the senate, appointed by the lieutenant governor, including one vice chair; and


(b) three members of the house of representatives, appointed by the speaker, including one vice-chair.

 

The study group will provide its findings and recommendations to the legislature by December 1, 2026.

 

C.S.H.B. 4236 amends current law relating to the creation of a study group to evaluate the school district property value study conducted by the comptroller of public accounts.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. (a) Defines "comptroller," "study," "study group," and "taxing unit."

 

(b) Provides that the purpose of the school district property value study group (study group) is to hold a single public meeting to examine the use and effect of the school district property value study conducted by the Comptroller of Public Accounts of the State of Texas (study; comptroller) in the annual distribution of state financial aid for public education and develop recommendations on alternative methods for verifying that valuations of complex properties are determined appropriately and included in the study.

 

(c) Provides that the study group is composed of six certain appointed members.

 

(d) Authorizes the study group to request relevant information from the comptroller, Texas Education Agency, appraisal districts, and taxing units, and requires the entity receiving the request to comply with the request.

 

(e) Requires the study group to examine the use and effect of the study in the annual distribution of state financial aid for public education and develop recommendations on alternative methods for verifying that valuations of complex properties are determined appropriately and included in the study.

 

(f) Requires the study group, not later than December 1, 2026, to prepare and submit to the governor, the lieutenant governor, and the speaker of the house of representatives and electronically provide each other member of the legislature a report on the use and effect of the study and the recommendations developed by the study group.

 

(g) Provides that the study group is abolished and this Act expires January 1, 2027.

 

SECTION 2. Effective date: upon passage or September 1, 2025.
