AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

H.B. 4285 amends current law relating to the storage of alcoholic beverages by the holder of a passenger transportation permit.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 48.03(b), Alcoholic Beverage Code, to authorize the holder of a passenger transportation permit issued under Section 48.03 (Permit for Airline) to take certain actions, including storing alcoholic beverages in sealed containers of any size at any airport regularly served by the permittee in the same county as the airport, in accordance with rules and regulations promulgated by the Texas Alcoholic Beverage Commission.

SECTION 2. Effective date: September 1, 2025.
