Committee Report (Unamended) |
|
BACKGROUND AND PURPOSE
The bill author has informed the committee that State Highway 4 in Cameron County has seen a significant increase in traffic due to the rapid expansion of the commercial space industry, particularly from heavy trucks transporting water, fuel, and equipment necessary for SpaceX's Starbase facility near Boca Chica Beach. The bill author has further informed the committee that the highway is used to transport SpaceX Starship components, some weighing up to 85 tons, and that the heavy traffic has accelerated the deterioration of the highway, leading to potholes, road damage, and transportation delays, affecting both workers and the movement of essential materials. H.B. 4663 seeks to provide for the designation, for a permit for the movement of oversize and overweight vehicles, of the most direct route from the intersection of State Highways 4 and 48 to Boca Chica Beach using State Highway 4.
