BACKGROUND AND PURPOSE

 

The bill author has informed the committee that compensation for commissioners of the Port of Beaumont Navigation District of Jefferson County has not increased to keep up with inflation and is less than the compensation for commissioners of other local port districts. The bill author has also informed the committee that as the port continues to grow, the district's commissioners have taken on increased responsibilities and face more complex regulatory, economic, and strategic challenges. H.B. 4669 seeks to increase the commissioners' compensation in order to recognize their growing responsibilities and contributions and account for inflation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4669 amends the Special District Local Laws Code to increase the compensation of commissioners of the Port of Beaumont Navigation District of Jefferson County, Texas, as follows:

·       for the amount received per month by a commissioner serving as president of the board, from $550 to $850; and

·       for the amount received per month by any other commissioner, from $500 to $750.

September 1, 2025.
