BACKGROUND AND PURPOSE

 

The bill author has informed the committee that current law requires dealers to pay fees for both original and renewal temporary license plates, which can be used by a dealer on a vehicle in the course of business, such as demonstrating a vehicle to a prospective buyer for sale purposes, conveying a vehicle to multiple places of business for repairs, or for a road test. The bill author has also informed the committee that the current fee for a dealer-issued temporary license plate is $10, regardless of whether the temporary license plate is being renewed. H.B. 4967 seeks to exempt the renewal of a dealer's temporary license plate from this fee.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 4967 amends the Transportation Code, as effective July 1, 2025, to specify that the $10 fee for a dealer's temporary license plate is for an original license plate and to establish that there is no fee for the renewal of the same license plate.

 

EFFECTIVE DATE

 

September 1, 2025.
