BACKGROUND AND PURPOSE
The bill author has informed the committee that the Texas County and District Retirement System has a reciprocity agreement called the proportionate retirement program that allows employees to combine service time earned when they move from one eligible retirement system to another. H.B. 5015 seeks to expand applicability of the proportionate retirement program by lowering the minimum population threshold for a municipality in which municipal employees are eligible to participate in the program.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 5015 amends a certain provision related to participation by certain retirement systems in the proportionate retirement program, as applicable to a retirement system for general municipal employees in a municipality with a population of not less than 950,000 nor more than 1,050,000, to make the provision applicable to such a retirement system in a municipality with a population of not less than 900,000 nor more than 1,050,000.
