BACKGROUND AND PURPOSE
The bill author has informed the committee that parents and guardians have reported difficulties in obtaining their children's State of Texas Assessments of Academic Readiness (STAAR) results. The bill author has further informed the committee that any delay in a parent or guardian accessing their child's academic progress, reflected by the STAAR scores, risks exacerbating student learning loss that a parent or guardian could address. H.B. 5263 seeks to alleviate these difficulties for parents and guardians by providing for one-click access to view a student's STAAR scores directly from the Texas Education Agency website.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 5263 amends the Education Code to require the Texas Education Agency (TEA) to make available to a parent, including a person standing in parental relation, the results of their child's state assessment tests by no more than one click from a website maintained by TEA. The bill requires that student identifying information needed to access assessment information meet TEA security protocols, be unique to the student, and be in control of a parent or guardian without the need to secure additional information from any third party.
