BACKGROUND AND PURPOSE

 

The bill author has informed the committee that members of the juvenile board of Grayson County have noted that a judge of a county court at law does substantial work with and on behalf of the juvenile board and that they would like to make that judge a voting member to allow the judge's full participation in juvenile board decisions. H.B. 5653 authorizes the county judge to add a judge of a county court at law to the juvenile board of Grayson County.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 5653 amends the Human Resources Code to authorize the county judge of Grayson County to add a judge of a county court at law to the juvenile board of Grayson County.

September 1, 2025.
