BACKGROUND AND PURPOSE
The bill sponsor has informed the committee that the Texas Department of Licensing and Regulation has requested legislation to remove an antiquated requirement for the air conditioning and refrigeration contractors advisory board to include two ex officio nonvoting members. S.B. 705 seeks to make appropriate adjustments to this advisory board.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 705 amends the Occupations Code to remove two ex officio nonvoting members from the air conditioning and refrigeration contractors advisory board's membership. The bill increases from two to three the number of appointed members whose terms expire February 1 of each odd-numbered year.
S.B. 705 repeals Section 1302.203, Occupations Code, which specifies that the ex officio members are the executive director and chief administrator of the board.
