BACKGROUND AND PURPOSE

 

The bill sponsor has informed the committee that the city council for the City of Cresson and the commissioners courts of Johnson and Hood Counties all passed unanimous resolutions requesting that the U.S. Highway 377 Cresson Relief Route be named to memorialize the contributions of William "Bob" Cornett. Bob Cornett served as mayor of the City of Cresson from 2007 to 2020. Mayor Cornett, in his decades of dedication to the citizens of Cresson, worked to encourage growth within the city, served as a longtime member of Cresson's volunteer fire department, and worked with state and regional agencies to facilitate the plans for the Cresson Bypass Project. S.B. 876 seeks to honor the contributions of former mayor Bob Cornett by naming a portion of U.S. Highway 377 in Hood and Johnson Counties as the Bob Cornett Parkway, in addition to any other designation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 876 amends the Transportation Code to designate the portion of U.S. Highway 377 under construction as of September 1, 2024, as a relief route around Cresson, in Hood and Johnson Counties as the Bob Cornett Parkway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to do the following:

·       design and construct markers indicating the designation as the Bob Cornett Parkway and any other appropriate information; and

·       erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

September 1, 2025.
