AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, the City of Alpine holds elections for its officers on the May uniform election date. The City Council of Alpine believes moving to the November uniform election date will increase voter turnout and enhance convenience for residents. The statistics of voter participation in November elections have been over 1,000 voters as opposed to May elections where there have only been a few hundred voters participate.

This bill will authorize the City of Alpine to change its officer elections from May to the November uniform election date.

 

Key Provisions

 

S.B. 914 would:

 

� Allow a city with a population of 9,000 or less, totaling an area of less than 6,200 square miles, to change the date on which it holds its general election to a November uniform election date.

 

� Include an expiration date to expire this subsection on January 1, 2027.

S.B. 914 amends current law relating to authorizing certain cities and counties to change the date on which their general election for officers is held.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 41.0052, Election Code, by adding Subsections (f) and (g), as follows:

 

(f) Authorizes the governing body of a city with a population of 9,000 or less, located predominantly in a county that has a total area of less than 6,200 square miles, that has adopted a council-manager form of government and that holds its general election for officers on a date other than the November uniform election date, not later than December 31, 2026, to change the date on which it holds its general election for officers to the November uniform election date. Provides that certain provisions of Section 41.0052 (Changing General Election Date) apply to the change of an election date under this subsection. Provides that this subsection expires January 1, 2027.

 

(g) Authorizes the governing body of a county with a population of 425,000 or more, that is adjacent to a county with a population of 3.3 million or more, that contains a portion of the San Jacinto River, and that holds its general election for officers on a date other than the November uniform election date, not later than December 31, 2026, to change the date on which it holds its general election for officers to the November uniform election date. Provides that certain provisions of this section apply to the change of an election date under this subsection. Provides that this subsection expires January 1, 2027.

 

SECTION 2. Effective date: upon passage or September 1, 2025. �
