BACKGROUND AND PURPOSE

 

The Navy and Marine Corps Achievement Medal is a decoration awarded to members of the U.S. Navy and Marine Corps for meritorious service or achievement. The medal is presented by the U.S. Department of the Navy for sustained performance, specific achievement, professional achievement, and leadership achievement and was created to honor junior members who are not eligible for the Navy and Marine Corps Medal or the Meritorious Service Medal. S.B. 927 seeks to honor these servicemembers by creating specialty license plates for recipients of the Navy and Marine Corps Achievement Medal.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 927 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for recipients of the Navy and Marine Corps Achievement Medal. The license plates must include the following:

·       the Navy and Marine Corps Achievement Medal emblem; and

·       the words "Navy and Marine Corps Achievement Medal" at the bottom of each plate.

 

EFFECTIVE DATE

 

September 1, 2025.
