BACKGROUND AND PURPOSE
Despite hosting large-scale meetings, exhibits, and other annual events, the National Rifle Association (NRA) is not currently included in the state's major events reimbursement program. The bill sponsor has informed the committee that this discourages the NRA from hosting events in Texas, causing Texas to lose out on the significant tourism and business opportunities that come with NRA events. S.B. 1718 seeks to make the NRA eligible for the program, thereby encouraging the association to host more events in the state and increasing revenue for the state economy.

CRIMINAL JUSTICE IMPACT
It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 1718 amends the Government Code to make the National Rifle Association's Annual Meetings and Exhibits or another annual event of the National Rifle Association eligible for funding under the major events reimbursement program.
