BACKGROUND AND PURPOSE
According to the bill sponsor, on February 28, 2025, the Comal County Juvenile Probation Board unanimously passed a resolution in favor of changing the statutorily required composition of the juvenile board. S.B. 1790 reflects the board's wishes to change the size of the board as the number of courts increases due to population growth in the county.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 1790 amends the Human Resources Code to change the composition of the Comal County Juvenile Board by doing the following: · removing as board members: o the judge of each county court at law in the county; and o the judges of the 22nd District Court, the 207th District Court, the 433rd District Court, the 274th District Court; and · by including as board members: o the local administrative statutory county court judge; o an elected judicial officer of Comal County appointed by the local administrative statutory county court judge; o two elected judicial officers of Comal County appointed by the local administrative district judge; and o the local administrative district judge.
