AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
On February 28, 2025, the Comal County Juvenile Probation Board unanimously passed a rule in favor of changing the statutorily required composition of the juvenile board. S.B. 1790 reflects the board's wishes and reduces the number of board members from nine to seven to control the size of the juvenile board as the number of courts increases due to population growth.
Key Provisions:
Additions to the Board:
 One elected judicial officer of Comal County, appointed by the local administrative county court judge; and
 Two elected judicial officers of Comal County, appointed by the local administrative district court judge.
Removals from the Board:
 Judge of the 433rd District Court;
 Judge of the 274th District Court; and
 Judges from each county court at law in the county.
As proposed, S.B. 1790 amends current law relating to the composition of the Comal County Juvenile Board.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
