BACKGROUND AND PURPOSE

 

The bill sponsor has informed the committee that State Highway Loop 88 is a planned relief route around Lubbock and is currently under construction and that the Lubbock County Commissioners Court adopted a resolution requesting that the Texas Legislature name a portion of the planned loop as the First Responders Memorial Loop as a fitting tribute and lasting reminder of those dedicated public servants who have fallen in the line of duty. S.B. 1895 seeks to make that designation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 1895 amends the Transportation Code to designate the portion of State Highway Loop 88 under construction as of September 1, 2025, as a relief route around Lubbock, in Lubbock County as the First Responders Memorial Loop, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the First Responders Memorial Loop and any other appropriate information and to erect a marker at appropriate sites along the loop. The bill establishes the legislature's intent that the bill's provisions be renumbered to prevent multiple provisions with the same designation.
