AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Texas is facing a critical need for more nurses, yet many nursing programs struggle to secure adequate clinical training opportunities for their students. One major challenge is the lack of centralized, publicly available data on clinical site locations, student capacity, and utilization. Without this information, nursing programs have difficulty coordinating placements, which can lead to inefficiencies, underutilized training sites, and delays in student progression. Ensuring that nursing students have access to sufficient clinical training is essential for maintaining a strong healthcare workforce in Texas.
S.B. 2058 aims to enhance transparency in nursing education by requiring the Texas Higher Education Coordinating Board to publish annual data on approved nursing clinical sites. The report will include information on each site's location, total capacity, and the number of students currently training there. By improving access to this data, the bill helps nursing programs better coordinate clinical placements, maximize available training opportunities, and ensure students can complete their education in a timely manner. Importantly, the bill does not impose new mandates on healthcare facilities, maintaining their flexibility while addressing a key barrier in nursing education. This initiative will strengthen the state's nursing workforce and improve healthcare access for Texans.

C.S.S.B. 2058 amends current law relating to publication by the Texas Board of Nursing and the Texas Higher Education Coordinating Board of certain nursing education data.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter C, Chapter 61, Education Code, by adding Section 61.09013, as follows:
Sec. 61.09013. PUBLICATION OF NURSING EDUCATION REPORTS. Requires the Texas Higher Education Coordinating Board (THECB) to post prominently on the home page of THECB's Internet website a link to the most recent nursing education reports produced by the Texas Center for Nursing Workforce Studies.
SECTION 2. Amends Subchapter D, Chapter 301, Occupations Code, by adding Section 301.1585, as follows:
Sec. 301.1585. PUBLICATION OF NURSING EDUCATION REPORTS. Requires THECB to post prominently on the home page of THECB's Internet website a link to the most recent nursing education reports produced by the Texas Center for Nursing Workforce Studies.
SECTION 3. Effective date: December 31, 2025.
