AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, municipal solid waste personnel are excluded from eligibility for the Homes for Texas Heroes home loan program, which provides low-interest mortgage loans to essential public service workers like firefighters, police officers, veterans, and educators. This exclusion presents a problem because municipal solid waste personnel perform critical health and safety functions related to the collection, sorting, processing, and disposal of waste, yet do not receive the same housing support benefits as other essential workers.

 

S.B. 2081 seeks to address this gap by amending the Texas Government Code to include municipal solid waste personnel in the program's eligibility criteria. By expanding access to affordable housing loans for these workers, the bill aims to enhance their quality of life and acknowledge their importance within public service roles.

 

As proposed, S.B. 2081 amends current law relating to the eligibility of municipal solid waste personnel for the Homes for Texas Heroes home loan program.

 

RULEMAKING AUTHORITY

 

Rulemaking authority previously granted to the board of directors of the Texas State Affordable Housing Corporation is modified in SECTION 2 (Section 2306.5621, Government Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 2306.5621(a), Government Code, by amending Subdivision (2) and adding Subdivision (17) to redefine "home" and define "municipal solid waste personnel."

 

SECTION 2. Amends Sections 2306.5621(b), (c), (d), (f), and (h-1), Government Code, as follows:

 

(b) Requires the Texas State Affordable Housing Corporation (TSAHC) to establish a program to provide certain persons, including municipal solid waste personnel, with low-interest home mortgage loans.

 

(c)-(h-1) Makes conforming changes to these subsections.

 

SECTION 3. Effective date: September 1, 2025.
