AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The proximity of facilities providing homeless services near schools has raised concerns among communities about the safety and well-being of students. While these services are essential to support vulnerable populations, their close proximity to schools requires action to maintain a safe and secure environment for students, families, and communities.
S.B. 2624 seeks to maintain a safe environment around our schools by prohibiting navigation services from being provided within 1.5 miles of an institution of higher education, a playground, or school.
As proposed, S.B. 2624 amends current law relating to the provision of services for individuals experiencing homelessness at certain locations.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Chapter 370, Local Government Code, by adding Section 370.010, as follows:
Sec. 370.010. NAVIGATION SERVICES PROHIBITED IN CERTAIN AREAS.� (a)� Defines "institution of higher education," "playground," "school," "navigation services," and "service provider."
(b) Requires a municipality or county to prohibit a service provider from providing navigation services at a location or facility within 1.5 miles of an institution of higher education, playground, or school.
SECTION 2. Effective date: September 1, 2025.
