BACKGROUND AND PURPOSE
The bill sponsor has informed the committee that Representative Eddie Bernice Johnson, who was first elected to the Texas House in 1972 and later to the U.S. Congress in 1992, helped to deliver hundreds of millions of dollars in transportation funding for North Texas during her 50 years of public service. S.B. 2790 seeks to honor the life and public service of "EBJ" by designating a portion of U.S. Highway 67 in Dallas and Ellis Counties as the Eddie Bernice Johnson Memorial Highway.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
S.B. 2790 amends the Transportation Code to designate the portion of U.S. Highway 67 in Dallas and Ellis Counties between its intersection with U.S. Highway 287 and its intersection with Interstate Highway 20 as the Eddie Bernice Johnson Memorial Highway, in addition to any other designation. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to design and construct markers indicating the designation as the Eddie Bernice Johnson Memorial Highway and any other appropriate information and to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
S.B. 2790 establishes the legislature's intent that the bill's provisions be renumbered to prevent multiple provisions with the same designation.
