            |  | A BILL TO BE ENTITLED | 
         
            |  | AN ACT | 
         
            |  | relating to a study conducted by the Texas Department of Motor | 
         
            |  | Vehicles regarding parking for certain individuals with | 
         
            |  | disabilities. | 
         
            |  | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
         
            |  | SECTION 1.  DEFINITION.  In this Act, "department" means the | 
         
            |  | Texas Department of Motor Vehicles. | 
         
            |  | SECTION 2.  STUDY.  (a)  The department, with the assistance | 
         
            |  | of the Department of Public Safety of the State of Texas, the | 
         
            |  | Governor's Committee on People with Disabilities, and the Texas | 
         
            |  | Demographic Center, shall conduct a study on the current and future | 
         
            |  | parking needs of individuals with disabilities in this state, | 
         
            |  | including disabled veterans and individuals with a mobility | 
         
            |  | impairment. | 
         
            |  | (b)  In conducting the study, the department shall: | 
         
            |  | (1)  compile data regarding the current and projected | 
         
            |  | population of individuals with disabilities in this state who may | 
         
            |  | be eligible for privileged parking under Chapter 681, | 
         
            |  | Transportation Code, including disabled veterans and individuals | 
         
            |  | with a mobility impairment; | 
         
            |  | (2)  identify current laws and rules governing parking | 
         
            |  | spaces or areas designated for individuals with disabilities, | 
         
            |  | including the laws and rules governing the allocation of parking | 
         
            |  | for individuals with disabilities; and | 
         
            |  | (3)  to the extent possible, collect information from | 
         
            |  | local law enforcement agencies regarding the number of citations | 
         
            |  | each agency has issued for a violation of Section 681.011(a) or (b), | 
         
            |  | Transportation Code. | 
         
            |  | SECTION 3.  REPORT.  Not later than December 1, 2026, the | 
         
            |  | department shall submit to the governor, the lieutenant governor, | 
         
            |  | the speaker of the house of representatives, and each member of the | 
         
            |  | legislature a written report that includes: | 
         
            |  | (1)  a summary of the information compiled in the | 
         
            |  | study, including an analysis of the efficiency and effectiveness of | 
         
            |  | the current allocation of parking to individuals with disabilities; | 
         
            |  | and | 
         
            |  | (2)  a summary of recommendations from the department, | 
         
            |  | the Department of Public Safety of the State of Texas, the | 
         
            |  | Governor's Committee on People with Disabilities, and the Texas | 
         
            |  | Demographic Center, including: | 
         
            |  | (A)  recommendations regarding the amount of | 
         
            |  | parking that should be allocated for individuals with disabilities | 
         
            |  | to meet the current and future demands of individuals with | 
         
            |  | disabilities in this state who may be eligible for privileged | 
         
            |  | parking under Chapter 681, Transportation Code, including disabled | 
         
            |  | veterans and individuals with a mobility impairment; and | 
         
            |  | (B)  recommendations for legislative or other | 
         
            |  | action. | 
         
            |  | SECTION 4.  EFFECTIVE DATE.  This Act takes effect | 
         
            |  | immediately if it receives a vote of two-thirds of all the members | 
         
            |  | elected to each house, as provided by Section 39, Article III, Texas | 
         
            |  | Constitution.  If this Act does not receive the vote necessary for | 
         
            |  | immediate effect, this Act takes effect September 1, 2025. |
