A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study of electricity demand response. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter Z, Chapter 39, Utilities Code, is |
|
amended by adding Section 39.9056 to read as follows: |
|
Sec. 39.9056. DEMAND RESPONSE STUDY. (a) In this section, |
|
"demand response" means changes in electricity usage by customers |
|
from their normal consumption patterns in response to: |
|
(1) changes in the price of electricity use over time; |
|
or |
|
(2) incentive payments designed to induce lower |
|
electricity use at times of peak demand. |
|
(b) The commission shall conduct a study on the potential |
|
for expanding demand response programs in this state to encourage |
|
retail electric customers to reduce electricity use during times of |
|
peak demand. |
|
(c) Not later than December 1, 2026, the commission shall |
|
issue a report to the legislature that: |
|
(1) reviews the current state of demand response |
|
participation in each customer class; |
|
(2) identifies potential barriers to the expansion of |
|
demand response participation by each customer class; and |
|
(3) includes recommendations for any additional |
|
legislative authority the commission requires to expand demand |
|
response programs in this state. |
|
(d) This section expires September 1, 2027. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2025. |
