A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the authority of a public library to financially |
|
|
support the American Library Association. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Chapter 441, Government Code, is amended by |
|
|
adding Subchapter Z to read as follows: |
|
|
SUBCHAPTER Z. MISCELLANEOUS PROVISIONS AFFECTING LIBRARIES |
|
|
Sec. 441.901. PROHIBITION AGAINST JOINING OR FINANCIALLY |
|
|
SUPPORTING AMERICAN LIBRARY ASSOCIATION. (a) In this section, |
|
|
"public library" has the meaning assigned by Section 441.122. |
|
|
(b) A public library, including a public school library, may |
|
|
not use public money to: |
|
|
(1) become a member of the American Library |
|
|
Association; |
|
|
(2) attend or participate in a training, conference, |
|
|
or other event sponsored or held by that association; or |
|
|
(3) otherwise financially support that association, |
|
|
either directly or indirectly. |
|
|
SECTION 2. Section 441.901, Government Code, as added by |
|
|
this Act, applies only to the expenditure of public funds made on or |
|
|
after the effective date of this Act, other than funds required to |
|
|
be spent under a contract entered into before the effective date of |
|
|
this Act. |
|
|
SECTION 3. This Act takes effect September 1, 2025. |
