A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study by the comptroller of public accounts on the |
|
modernization and efficient administration of state government. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. STUDY. The comptroller of public accounts shall |
|
conduct a study to identify opportunities to foster greater |
|
government efficiency and to modernize state government. The |
|
comptroller shall study: |
|
(1) the organization, operation, powers, regulations, |
|
and management of state departments, boards, agencies, |
|
institutions, and advisory committees in the executive branch of |
|
state government; |
|
(2) the potential for elimination of inefficiencies in |
|
the provision of state services; |
|
(3) the integrity and accountability of agency |
|
regulatory responsibility, review, and oversight, including the |
|
agency rulemaking process, agency review of existing rules, and |
|
judicial review of agency rules and decisions; |
|
(4) the access of state agencies to scientific and |
|
technological information; |
|
(5) the use by state agencies of advances in science |
|
and technology, including telecommunications, electronic |
|
technology, automated data processing, and artificial |
|
intelligence; and |
|
(6) best practices to detect fraud, waste, and abuse |
|
in state government programs and operations. |
|
SECTION 2. REPORT. Not later than December 1, 2026, the |
|
comptroller of public accounts shall submit to the governor, the |
|
lieutenant governor, and the speaker of the house of |
|
representatives a report on the results of the study conducted |
|
under Section 1 of this Act and shall include with the report any |
|
legislative recommendations to promote the modernization and |
|
efficient administration of state government. |
|
SECTION 3. EXPIRATION. This Act expires September 1, 2027. |
|
SECTION 4. EFFECTIVE DATE. This Act takes effect September |
|
1, 2025. |
