A BILL TO BE ENTITLED
 
AN ACT
  relating to an advisory board established to develop a resource
  guide that facilitates collaboration in identifying and addressing
  local health care workforce needs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this section:
               (1)  "Advisory board" means the advisory board
  established under this section.
               (2)  "Commission" means the Texas Workforce
  Commission.
               (3)  "Executive director" means the executive director
  of the Texas Workforce Commission.
         (b)  The commission shall establish an advisory board to
  develop a resource guide that facilitates collaborations among
  health care providers and institutions of higher education in more
  effectively identifying and addressing local health care workforce
  needs, including training, workforce shortages, and challenging
  workloads.
         (c)  The advisory board consists of the following members
  appointed by the executive director:
               (1)  one member from a two-year institution of higher
  education in an urban area;
               (2)  one member from a two-year institution of higher
  education in a rural area;
               (3)  one member from a public four-year institution of
  higher education in an urban area;
               (4)  one member from a public four-year institution of
  higher education in a rural area;
               (5)  three members representing local workforce
  development boards in geographically diverse areas of this state;
               (6)  two members from statewide organizations
  representing hospitals;
               (7)  two members from statewide organizations
  representing health care professionals;
               (8)  two members from statewide organizations
  representing public health clinics; and
               (9)  one member from the Texas Association of Community
  Health Centers.
         (d)  The advisory board shall elect from among the members a
  presiding officer.
         (e)  The advisory board shall meet periodically and at the
  call of the presiding officer.
         (f)  Not later than November 1, 2026, the commission shall
  prepare and submit to the legislature the resource guide developed
  under Subsection (b) of this section.
         (g)  The advisory board is abolished and this section expires
  September 1, 2027.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the executive director of the Texas Workforce
  Commission shall appoint members to the advisory board established
  by this Act.
         SECTION 3.  This Act takes effect September 1, 2025.
